Three key activities made up the business needs analysis: functional and technical requirements definition, software evaluation (including an analysis of the gaps between the ERP software and the state's requirements), and a cost/benefit analysis.

Debt Service Recovery

The OAKS project is being funded by a variety of sources, including transfers from the general revenue fund (GRF), federal funds through Statewide Cost Accounting Plan (SWCAP) assessments and Certificates of Participation (COPs). COPs is a type of debt financing through which a third-party financier sells certificates to fund the project. The debt service costs will be recovered by assessing a fee to state agencies.
