OAKS is soliciting statements of qualifications
from investment banking firms to provide underwriting
services in connection with the negotiated issuance
of several series of Certificates of Participation
(COPs), one of several funding sources for the project.
It is the intention of OAKS to develop and maintain
a group of firms qualified to serve as either senior
or co-manager on the proposed COPs.
